Cosmetics in Eastern Europe and Turkey : the landscape

Launching a cosmetics brand today rarely means running your own factory : you work with a white-label contract manufacturer (private label) or an ODM (the manufacturer designs and produces; you simply add your brand), meaning the lab already owns formulas that you dress in your own brand. On this ground, Turkey and Bulgaria offer two very different, complementary profiles : Turkey for industrial power and range breadth, Bulgaria for an exceptional raw material and the natural angle. Romania completes the picture on phytotherapy and organic cosmetics. The real battle is not the price of the cream, but European compliance : it is what decides whether you can sell.

Cosmetics in Bulgaria : the gold of the Rose Valley

Bulgaria owns an asset no one can copy : the Rose Valley, around Kazanlak and Karlovo, which makes it, alongside Turkey (Isparta), one of the two leading world producers of rose essential oil (Rosa damascena) and a global leader in lavender. Its rose oil holds the European PGI "Bulgarsko rozovo maslo". You will find distilleries more than a century old (Enio Bonchev, founded in 1909) and white-label natural-cosmetics contract manufacturers, with low minimum quantities (from 500 pieces). It is the dream place for a "clean" brand built on a signature ingredient. Two pitfalls : the volatility of the rose price (the 2024-2025 frosts sent prices soaring) and the frequent adulteration of the essential oil. Always require a GC-MS report and PGI traceability. Cosmetics in Turkey : the region's ODM hub

Turkey has become a leading white-label and ODM (the manufacturer designs and produces; you simply add your brand) cosmetics hub, concentrated around Istanbul (Ikitelli, Esenyurt, Tuzla areas) and the Kocaeli / Gebze region for pharmaceutical-grade plants. The range breadth is impressive (care, hygiene, hair, make-up), with MOQs (minimum order quantity) that are often accessible (500 to 1,000 pieces per reference) and a flagship trade fair, BEAUTYISTANBUL. The pitfall is regulatory, not industrial : to sell in the EU, your product must have a Responsible Person established in the Union (see below). Cosmetics in Romania : integrated phyto and organic

Romania is quieter in mass-market cosmetics but strong on a precise niche : integrated phytotherapy and organic cosmetics, where the active material is grown on site. The benchmark is Hofigal, which produces a large share of its actives organically, alongside players such as PlantExtrakt ; the Cluj-Napoca cluster concentrates several labs. Compliance (non-negotiable)

Cosmetics standards : what you need before selling in the EU

Cosmetics is one of the most tightly regulated sectors. Before any sale in the European Union, four obligations apply, whatever the country of manufacture :

  • a Responsible Person (RP) established in the EU, the only party allowed to place the product on the market (Regulation (EC) No 1223/2009) ; it can be you, your European company or a provider, but never a manufacturer outside the EU ;
  • the notification to the CPNP portal (Cosmetic Products Notification Portal) of each product before marketing ;
  • a complete Product Information File (PIF), including the safety assessment by a qualified expert ;
  • manufacture compliant with Good Manufacturing Practice, standard ISO 22716, to require from the contract manufacturer.

Depending on the products, IFRA rules for fragrances and allergens, INCI labelling and the ban on animal testing also apply. A good Turkish or Bulgarian contract manufacturer will supply its ISO 22716 certificates and often a "ready-to-finalise" PIF ; it is up to you to secure the RP and the CPNP notification.

MOQ, white label and pitfalls to avoid

In white-label cosmetics, minimum quantities often run around 500 to 1,000 units per reference (indicative, to be confirmed by quote), well below Asian standards. Three reflexes : require the ISO 22716 certificate and, for Bulgarian rose, a GC-MS report against adulteration ; check that the contract manufacturer can supply the regulatory documentation (formula, tests, PIF) ; and clarify from the outset who will be the EU Responsible Person. It is often this last point, more than the unit price, that decides a project's feasibility.

Who must be the Responsible Person to sell a cosmetic in the EU ?
Regulation (EC) 1223/2009 requires a Responsible Person (RP) established in the European Union for every cosmetic placed on the market. It can be you, your European company or a specialised provider, but never a manufacturer established outside the EU (such as a Turkish lab). The RP guarantees compliance, keeps the product information file and notifies the CPNP.
Must every cosmetic be notified to the CPNP portal ?
Yes. Every cosmetic product must be notified to the CPNP (Cosmetic Products Notification Portal) before being placed on the EU market, with its frame formulation and safety information. It is the Responsible Person who makes this notification.
What is the MOQ for a white-label cosmetic ?
Minimum quantities often run around 500 to 1,000 units per reference at Turkish and Bulgarian contract manufacturers, sometimes fewer, well below Asian standards. These figures are indicative and to be confirmed by quote depending on the formula and the packaging.
Can Bulgarian rose water be made under white label ?
Yes. Do you need a European company to import and sell cosmetics ?
